It cannot be done by default, but there is a workaround ... 
- Add 'email-banner_pdw-700.gif' to Administer embedded images.
- The enter campaign code view and maually edit code:

 Ignore the 'file:///' which you will see when you toggle campaign design and code view.

It is almost working. The image tag was wrong, it should be as following:

<IMG src="email-banner_pdw-700.gif">
|
(so without "manually")
After this it will work, you will not see the graphic in the Cockpit however, but in e-mails it is embedded and showing  |
