In General Outlook Settings, you can set email signature files (incl. disclaimers which becomes part of the email signature file) to be read-only.
But when the file is pulled in Outlook, users will be able to edit the content in Outlook (This is by Microsoft design).
However, any changes made by users are reset during next logon when they execute Sign.exe.
