I have this program in a shared network drive that everyone has access to. When they run the sign.exe program, they get an error or red "X" and the profile does not push down to their email client.

Any suggestions?

Seems you have forgotten the parameter to the settings DB.
The Red X box during excution of Sign.exe is because Sign.exe cannot locate your settings DB on your net share.

Question Please post the line where users are executing Sign.exe?

Example from the documentation (#5) using default Access settings DB:

start \\DCserver\NETLOGON\sign.exe Provider=Microsoft.Jet.OLEDB.4.0;Data Source=\\filesrv\share\settings.mdb

Alternative:
Code:
start \\filesrv\share\sign.exe Provider=Microsoft.Jet.OLEDB.4.0;Data Source=\\filesrv\share\settings.mdb
