How can I avoid administrative accounts using licenses?

You should create a group where members run sign.exe. Accounts not being a member of this group will not run sign.exe and hence not take up a license.

Another option is to create a rule 'Do Nothing' in the Rule Management, but this will only apply for SQL Server data sources:
