Manage Email Signatures Centrally - For All Users

I am running version 4.8.9 and have deployed to many users with no problem. The user can see the logo when creating a message but it is not there when the recipient opens it. User has Outlook 2003. Ive attached the log file:

Other users cannot see logo when this user sends a message. User can see it in while creating a message.

Just downloaded 4.9.0. Hopefully this will address the issue.
