No default signatures are not possible using Group settings

Cockpit -> Actions -> Deploy Signatures -> For Groups

You cannot select NONE like in 'For All'.
Deleting the signature in reply/forward will still result in a signature being deployed.
The log file reports that no signatures are deployed, but this is not the case.

WORKAROUND
Create a 'dummy' signature with no content and with an empty data source field (you cannot create a signature with no fields) - and then use this signature for reply/forward.

Mouse over Tip added to Actions -> Deploy signatures -> For Groups:

Simply write 'NONE' manually.
