Some light users of email in the company login to OWA through a shared "general" account and then use their own email address for the purposes of sending and receiving email. Can eMailSignature distinguish between the different "shared" users in this case? If so, how is licensing handled? If not, can a generic company signature be employed for these people?

Only users with Outlook can use their signature in OWA. Not sure if this answers your question, but you can try and deploy following the guideline below.
