You create new signature and select RTF format:

The result is much better when you generate from HTML afterwards.

Create new RTF signature should provide the same result as generate from HTML.

An idea is to remove the possibility to create a RTF/txt signature and simply just create the HTML. If needed then the RTF and TEXT can be created accordingly and the result is good. Most customers don't use the RTF anyways but spend 80% of the depoloyment time to get it RTF to work..
