RTF is not changed to HTML when Word is allowed as editor

Validated with Outlook 2007. Original post here with Outlook 2003 and Word.

Solution

Delete user in Status Monitor and run Sign.exe.
Ask user to select Word as editor if not using Outlook 2007.
