Manage Email Signatures Centrally - For All Users

At the top of our signature with have the following:

-----------------------------------------------------------------------------------
To:
Company:
File Ref.:
Internal BW Action:
-----------------------------------------------------------------------------------

but we seem to always have the problem with Outlook inserting extra lines before this, any ideas I have switched off Word at the email editor?
