SIGN.EXE loses caret symbol in password in connection string

Using SQL Authentication
SQL 2005 Database

When executing sign.exe with a connection string where the Password value contains a "^", sign will produce a login error on the sql server. Checking the registry shows the connection string has been modified and does not include the "^" symbol. The account and password were verified to be working via the SQL Management Studio and TOAD v3.2. Changing the password resolved the problem.
