Can I prevent users from editing the signatures?
Yes, with eMailSignature you can!
Check the option 'Make signatures read-only...' and they will not be possible for any user to edit the signatures.
In Outlook, 'Edit' and 'Remove' buttons are now disabled:

As Outlook email signatures are local files, they are completely under the control of the user, and when pulled into Outlook they can be changed.
With eMailSignature, user changes are reset when Sign.exe are executed during logon.
